El Paso Electric has posted a Business Practice on the EPE OASIS regarding operation of the Eddy County HVDC tie. Customers requesting transmission service under the SPP OATT for service up to or out of the Eddy HVDC tie are responsible for reading and understanding this EPE Business Practice. The customer should also understand that any transmission service charges for reservations under the SPP OATT up to or out of the EDDY HVDC tie will not be forgiven when the Eddy HVDC tie becomes inoperable due to this EPE Business Practice. Questions related to the EPE Business Practices or status of the Eddy HVDC Tie due to this Business Practice should be directed to the EPE OASIS or EPE Staff.

SASK POWER (SPC) NON-DC TIE INJECTION POINT

Transmission service across the SPP/SPC interface (at Boundary Dam substation on the Boundary Dam-Tioga 230kV line) is administered by SaskPower north of Boundary Dam, and by SPP south of Boundary Dam. Information provided here represents status of the SPP/SPC interface south of Boundary Dam substation (i.e. SPP Flowgates “SPC_EXP” (South-to-North) and “SPC_IMP” (North- to-South)), and outage or limitation information on the SPP Transmission System as communicated to SPP. There are Standing Operating Guides in place that outline reliability limitations that may occur during high western North Dakota load conditions (i.e., in the Bakken oil field area) or during contingency situations (e.g., outages). WAPA-UGP, as the Transmission Operator, coordinates the Operating Guides with SPP. The Operating Guides identify limitations to the North-to-South and South-to-North flows on the Boundary Dam-Tioga 230kV line. WAPA-UGP posts public information about historical, current, and forecasted load in the Bakken area utilized in the Operating Guides. This can be found on WAPA-UGP’s OASIS Homepage under ‘System Information’ > ’Williston Load Pocket Information’. WAPA-UGP and SPP periodically update the Operating Guides to reflect network upgrade additions to the SPP Transmission System in the Bakken area, and SPP continues to release Non-Firm ATC on the South-to-North “SPC_EXP” flowgate, to the extent possible, based upon the current Operating Guides. SPP has authorized significant additional transmission reinforcements in, or around, the Bakken area, to address reliability needs identified in its recent Integrated Transmission Planning (ITP) process studies. More information related to the transmission limitations in the Bakken area that are currently impacting the ATCs on the SPP/SPC interface can be found on SPP’s website.
