SASK POWER (SPC) NON-DC TIE INJECTION POINT - History Log

Transmission service across the SPP/SPC interface (at Boundary Dam substation on the Boundary Dam-Tioga 230kV line) is administered by SaskPower north of Boundary Dam, and by SPP south of Boundary Dam. Information provided here represents status of the SPP/SPC interface south of Boundary Dam substation (i.e. SPP Flowgates “SPC_EXP” (South-to-North) and “SPC_IMP” (North- to-South)), and outage or limitation information on the SPP Transmission System as communicated to SPP. There are Standing Operating Guides in place that outline reliability limitations that may occur during high western North Dakota load conditions (i.e., in the Bakken oil field area) or during contingency situations (e.g., outages). WAPA-UGP, as the Transmission Operator, coordinates the Operating Guides with SPP. The Operating Guides identify limitations to the North-to-South and South-to-North flows on the Boundary Dam-Tioga 230kV line. WAPA-UGP posts public information about historical, current, and forecasted load in the Bakken area utilized in the Operating Guides. This can be found on WAPA-UGP’s OASIS Homepage under ‘System Information’ > ’Williston Load Pocket Information’. WAPA-UGP and SPP periodically update the Operating Guides to reflect network upgrade additions to the SPP Transmission System in the Bakken area, and SPP continues to release Non-Firm ATC on the South-to-North “SPC_EXP” flowgate, to the extent possible, based upon the current Operating Guides. SPP has authorized significant additional transmission reinforcements in, or around, the Bakken area, to address reliability needs identified in its recent Integrated Transmission Planning (ITP) process studies. More information related to the transmission limitations in the Bakken area that are currently impacting the ATCs on the SPP/SPC interface can be found on SPP’s website.

OUTAGE UPDATE
Updated at 11/12/2023 5:10:19 PM (CS) - The SASK POWER (SPC) NON-DC TIE INJECTION POINT DC Tie in both directions will be limited to 0 as a result of a planned maintenance outage from 11/12/2023 5:10:00 PM (CS) to 11/26/2023 12:00:00 AM (CS).

High western North Dakota loads in the Bakken area currently limit the ability to transfer power South-to-North across the Boundary Dam-Tioga 230kV line and have caused the Available Transfer Capability (ATC) for the “SPC_EXP” flowgate to be significantly limited and posted at 0 MW for extended time periods. The Bakken area load levels that trigger the reliability limitations are outlined in the Operating Guides. WAPA-UGP posts public information about historical, current, and forecasted load in the Bakken area utilized in the Operating Guides. This can be found on WAPA-UGP’s OASIS Homepage under ‘System Information’ > ’Williston Load Pocket Information’. OUTAGE UPDATE
Updated at 1/3/2023 3:12:27 PM (CS) - The SASK POWER (SPC) NON-DC TIE INJECTION POINT DC Tie from south to north will be limited to 0 as a result of a planned maintenance outage from 12/30/2022 1:00:00 PM (CS) to 2/1/2023 12:00:00 AM (CS).

OUTAGE UPDATE
Updated at 12/5/2022 11:11:36 AM (CS) - The SASK POWER (SPC) NON-DC TIE INJECTION POINT DC Tie from north to south will be limited to 0 as a result of a planned maintenance outage from 12/2/2022 3:16:00 PM (CS) to 12/5/2022 4:00:00 PM (CS).

Updated at 11/11/2022 4:00:05 AM (CS) - The SASK POWER (SPC) NON-DC TIE INJECTION POINT DC Tie from south to north will be limited to 0 as a result of a planned maintenance outage from 11/10/2022 8:00:00 PM (CS) to 11/24/2022 4:00:00 AM (CS).

WAPA-UGP and SPP periodically update the Operating Guides to reflect updated load conditions and network upgrade additions to the SPP Transmission System in the Bakken area, and SPP continues to release Non-Firm ATC on the South-to-North “SPC_EXP” flowgate, to the extent possible, based upon the current Operating Guides. SPP has posted emergency Non-Firm ATC at the request of WAPA-UGP as the TOP under certain circumstances. WAPA-UGP will post a notice, initiating an OASIS ENotice, when a request is sent to SPP for emergency ATC to be released over the SPP/SPC interface. The posting will be located on WAPA-UGP’s OASIS Homepage under ‘ATC Information’ > ‘WAPA-UGP-Emergency-ATC-Release-Request-Notifications’.

Updated at 10/31/2022 11:43:16 PM (CD) - The SASK POWER (SPC) NON-DC TIE INJECTION POINT DC Tie from south to north will be limited to 65 as a result of a planned maintenance outage from 11/1/2022 12:00:00 AM (CD) to 11/3/2022 5:00:00 AM (CD).
